911 Goes To Sacramento Recap

For the second consecutive year, Heartland Communications staff traveled to Sacramento to take part in the “9‑1‑1 Goes to Sacramento” event—an annual two-day gathering coordinated by CalNENA, APCO, NAPCO, and CPRA. This pivotal spring summit is designed to blend dispatcher training with legislative engagement, with the goal of strengthening ties between 9‑1‑1 professionals and state leadership.

Based at the state Capitol, the event kicked off on May 21 with a robust half‑day of continuing education: workshops covering best practices, policy updates, and strategies to improve emergency call handling. The afternoon concluded with a well-attended reception, providing an informal yet impactful forum for networking with California legislators and their aides.

On May 22, Heartland dispatchers joined regional teams in meetings with lawmakers’ offices. These face-to-face conversations gave staff the platform to advocate for vital needs—ranging from funding for next-generation 9‑1‑1 infrastructure to improvements in dispatcher mental health resources. Ultimately, “9‑1‑1 Goes to Sacramento” serves as both an educational forum and a legislative advocacy arena, fostering collaboration, awareness, and action .

In attendance this year were:

  • Jeff Logan, Executive Director – newly elected 2nd Vice President of CALNENA and a leading voice in advancing 9‑1‑1 policy statewide.

  • Shannon H, Dispatch Supervisor – championing the front-line dispatcher perspective in key policy discussions

Together, Jeff and Shannon proudly represented Heartland’s commitment to elevating the profession—engaging with legislators, exchanging insights with peers, and deepening their understanding of legislative processes affecting public safety communications.
