CPR Save & Retirement Recognition at Commission Meeting

At the HCFA Board of Commissioners meeting on Thursday, July 23, one of our own was recognized for making a life-saving difference in our community. Fire Communications Dispatcher Rex Alvaro was honored for his exceptional work during a recent emergency call, where he calmly guided a caller through CPR until emergency medical personnel arrived on scene.

By remaining composed and following established CPR protocols, Rex helped provide critical, lifesaving instructions to the caller. Thanks to those efforts, the individual, who was initially found unconscious and unresponsive, is expected to make a full recovery.

Rex's actions reflect the professionalism, compassion, and expertise our dispatchers bring to every call. Their commitment to clear communication and providing calm, informed guidance during emergencies makes a meaningful impact on the communities we serve. We are incredibly proud to recognize Rex's outstanding work and to share his achievement with our Board of Commissioners.

The meeting also provided a special opportunity to celebrate two outstanding fire service leaders as they prepare to begin their well-earned retirements. Chief Brian Boggeln of Alpine Fire Protection District and Chief Ken Kremensky of Barona Fire Protection District were recognized for their decades of dedicated service and the lasting impact they have made on HCFA and the communities we serve.

Throughout their careers, both chiefs have provided exceptional leadership, helping shape the direction of the JPA while strengthening the partnerships and agencies within our region. Their commitment, vision, and unwavering support have left a legacy that will continue to benefit HCFA for years to come.

We extend our heartfelt gratitude to Chief Boggeln and Chief Kremensky for their years of service, leadership, and dedication. Congratulations on your well-deserved retirements—we wish you both many years of happiness, relaxation, and new adventures. Thank you, Chiefs, for everything you have done to serve our communities and our organization.
